Engineers: Preston wastewater plant about 70–75% complete; open house, staging and grant timing discussed

Keller Associates engineer Colter Hollingshead (Speaker 12) told the council the wastewater treatment plant project is about 70–75% complete, with three large concrete pours remaining and substantial completion expected this fall. "A large majority of the concrete at this point has been poured... They're still on target to be reaching substantial completion for majority of the treatment plant this fall, and then final completion... January, February time frame, in 2026," Hollingshead said.
Council members asked about public engagement; Hollingshead recommended an open house next spring after weather and completion permit a better public experience. The mayor and council also discussed loan and grant timing: staff noted DEQ loan payoff expectations and USDA grant commitments may impose 60-day spending windows on certain grant funds, and Hollingshead said USDA has been flexible historically but staff would confirm specifics with grant administrators.
