County to host open house and survey on Freedom plan; consultants to present to commissioners

Carroll County staff and consultants announced multiple opportunities for public input on the Freedom Small Area Plan amendment introduced Aug. 5, including an open house and an online survey.
Daphne (county staff) told the commission that the project team is running a public survey and that "on Thursday night from 5 to 7 at the Eldersburg branch library, there's gonna be an open house" where residents can drop in to review materials and provide feedback. The consultants will also present the material at an open session with county commissioners the following day.
Staff said they will accept the worksheets in hard copy or electronic form and can provide a PDF of the handout; residents were encouraged to provide written feedback if they cannot attend. The consultants emphasized that input will be used to refine draft land‑use and overlay concepts, expected back in mid–late October for public review.
