Planning and Zoning Commission directs staff to send Taneytown plan comments to city

The Carroll County Planning and Zoning Commission on Aug. 5 directed staff to transmit the commission's comments on the City of Taneytown's 2026 comprehensive plan during a 60‑day review period.
Ethan, the county liaison planner, told the commission the county has until Friday, Aug. 7, to return comments and that a draft comment memorandum will be transmitted to the city before the deadline. "We have until Friday, August 7, to provide comments back," Ethan said, noting staff circulated the draft to county agencies for review.
Commissioners focused their questions on water-resource sections and agricultural-preservation easements, and discussed coordination on the proposed Antrim Boulevard (Taneytown Bypass). Several commissioners asked staff to confirm the plan’s statements on inflow and infiltration and to include measurable progress where the city has reported investment in pipe replacements and wastewater improvements.
Commissioner S11 moved to direct staff to convey the commission’s comments to Taneytown; Daphne (staff) clarified the motion was to forward the commission’s comments rather than to adopt the city’s plan. The amended motion passed on a roll-call vote with six yes votes and no nays.
Staff will include the commission’s comments alongside other county agency feedback and send the consolidated letter to Taneytown before the deadline.
