Staff summarized the Board’s four policy considerations and provided staff‑level recommendations and caveats. On retaining lot‑coverage rules, staff suggested running both systems in parallel temporarily so the county could compare outcomes; on minimum contiguous plantable area staff said legal authority and enforceability concerns make a mandate impractical; on setbacks staff recommended targeted geographic approaches rather than a blanket adjustment; and on lot size staff reiterated the hybrid district approach.
Staff noted the public map viewer on the low residential study website (using the stormwater GIS data) and a feedback form will collect preferences on the lower/middle/upper options through late September. "Every member of the public, every property owner can go onto the website, you know, on their phone, look and see how each of these options would would compare and and would, affect their, their property," Rogers said while explaining the engagement tools. Staff said the results will be presented to the Board for direction and, if directed, staff will draft zoning text in phase 3.
