Chief McCammon presented the hire during the Feb. 10 meeting and the motion to approve Gutierrez was moved by Councilmember Chris Larsen and seconded by Councilmember Todd Thomas; the council approved the appointment without objection. The council did not discuss additional personnel details in the public minutes.
