County OKs conditional use permit for Schrag family’s online car sales with operating limits

The Harvey County Commission approved Conditional Use Permit CUP25-08 at its Sept. 2 meeting, allowing Byron and Susan Schrag to operate an online car-dealership from their property at 1734 SE 96th. The Planning Commission had unanimously recommended approval with eight conditions intended to minimize land-use and traffic impacts.
Planning Director Karen Rothe explained the application and recommended conditions: keep the property in compliance with building and sanitation codes, equip the office and living quarters with exits and smoke alarms, require sign permitting for new signage, prohibit parking on rights-of-way, limit displayed vehicles to two unless the applicant notifies the planning office and seeks expansion, and require the applicant to negotiate a road-maintenance agreement with the township if business traffic increases. The permit expressly forbids salvage operations and excludes auto-body or repair-shop activities.
At the Planning Commission meeting the applicant's representative summarized the business model as completing sales online in a 'made to order' fashion and said the operation typically keeps one to two vehicles on site. The County adopted Resolution 2025-25 authorizing the CUP and approved the permit by unanimous vote.
Why this matters: the CUP balances a small-business request with neighborhood and road-protection conditions and clarifies allowable activities at a rural property so neighbors and the county have enforceable expectations.
