Piedmont staff: Linda off‑leash area closed after regional board flagged soil runoff

Piedmont parks staff told the commission that the Linda off‑leash area has been repeatedly closed in wet weather because exposed steep slopes send sediment into the city's storm system. Daniel, who presented the update, said the regional water quality control board visited the site in March and is pressing the city for a corrective plan.
"Staff have indicated to us that they want to see a plan for us to eliminate non stormwater discharges," Daniel said, describing the regional board's request. He said the sediment travels into catch basins and eventually to Lake Merrick, and that staff are working with regional board staff to develop options that the City Council will consider at its April 7 meeting.
Commissioners and staff said the closure pattern is long standing — the area is frequently closed during and after rain events for slope stability — but the regional board contact adds regulatory urgency. Staff told the commission they expect further direction from council and plan to return to the Park Commission in about a month with proposed mitigation and implementation steps.
A resident, Tara Dizetal, asked whether the cause of the runoff was known; Daniel replied that stormwater flowing over exposed, heavily used slopes carries soil into the storm system, and that staff are flushing out remediation options and timing with the regional board.
