Council approves Air National Guard-funded airport contract changes totaling about $192,000

Airport staff presented two related items to the council: a contract change order with Outlier Construction LLC for $157,323.31 for repairs to the B216 project, and a modification to the Facility Sustainment Repair & Modernization Cooperative Agreement with the National Guard Bureau (modification number 5) for $35,044 for the B325 project. "This is a compilation of 25 change orders meticulously reviewed by city engineering, all approved by the Air National Guard and funded," Airport Manager Colin Grandy said.
Grandy told the council the projects are fully funded by the Air National Guard and that the city receives an agent fee for contract administration. The council moved to authorize the city manager to execute the change order and later authorized the city manager to execute the modification; both motions were seconded and approved by the council.
Neither item requires new city general-fund dollars; staff characterized them as contract administration and construction work funded by the federal partner. Council did not request additional information before voting.
