Under the proposed code, lawfully existing nonconforming signs may remain if they are maintained, not enlarged, not substantially altered and not abandoned; abandonment of 12 months would cause loss of nonconforming status. Commissioners agreed this approach is consistent with standard nonconforming-structure practice and would replace the current three-year removal requirement in PCMC 15.12.110.
The draft also carries forward existing billboard provisions but hard-codes the original prohibition date (November 14, 2024) rather than referencing an ordinance date, a change intended to avoid inadvertently restarting the compliance clock when the new code is adopted. Commissioners elected not to reopen the broader billboard policy debate at this time.
