During the same Evaluation & Assessment Report public hearing, planning staff and commissioners considered three additional staff-initiated place-type map changes. Aaron Cain said the Roxborough/Orange Factory site, which the county recently bought for a demonstration farm, will shift from suburban commercial to Community Institution to reflect the county's intended use. The Redwood Convenience Center parcel was updated to Community Institution after parcel recombination and added land, and a parcel off Baptist Road was changed from Utility and Public Works to Rural and Agricultural Reserve because the site currently contains only a single cell tower and is outside the urban growth boundary.
The four EAR items were considered in one public hearing but required four separate roll-call votes; commissioners moved and seconded each motion and recorded unanimous approval for each. Cain emphasized that the map changes do not include zoning changes but do update the comprehensive-plan place-type mapping.
