The City Council approved a $327,600 design contract with Schimmer Associates for renovations to City Hall that will cover the basement, first and third floors and provide a construction phasing plan.
Staff said the design work follows an optimization study and that three firms were invited to propose; Schimmer was the lowest-price qualified firm after a ranking process. The contract includes plans to fill in a drive-through area used for utility payments, update HVAC and electrical systems, and address code deficiencies. Staff explained the design deliverables will include a recommended phasing and prioritized breakouts so construction can proceed in line with available capital funds.
Council members expressed concern about downstream construction costs; staff said the design is intended to produce phased cost estimates so the council can limit construction to items that fit the current budget or consider reallocating CIP funds later. The motion to receive the materials and approve the contract carried unanimously.
