Board authorizes entitlement work on surplus parcels, using facility funds

The Novato Unified board authorized staff to begin an entitlement process for two district parcels, citing an estimated entitlement budget of just under $2.9 million and an 18–24 month phased schedule.
Director of Student Housing Derek Nell and Chief Financial Officer Joshua Braff described the plan: phase 1 will include a market study, phase 2 professional services and preliminary concepts, phase 3 permitting and city hearings, and phase 4 any required environmental impact work. Braff explained the funding source: Fund 40 contains RDA pass-through proceeds intended for facilities and currently holds about $1.8 million with roughly $700,000 added per year. Staff said using Fund 40 for entitlement does not affect the district—s operational general fund and that project expenditures are expected to be reimbursed if properties are ultimately developed or sold.
Nell said entitlement both increases property value and gives the district control over future uses, helping to protect surrounding neighborhoods from unsuitable private development. He pointed to a potential savings if the Meadow Annex qualifies for an infill exemption tied to recent trailer-bill legislation (SB-related infill exemptions), which could reduce or eliminate the need for a full environmental-impact report for that parcel.
Trustee Gassen moved and Trustee Alexander seconded the motion to authorize the entitlement budget and timeline; the motion passed with the board—s recorded affirmative vote (6 trustees; student trustees in favor: 2). Staff will return with updates in February and June and said environmental and market studies are next steps.
