The Norwalk‑La Mirada Unified School District board on Oct. 13 approved Item 20a, a purchase of 25 service vehicles (safety, maintenance & operations, ITS and facilities) for roughly $1.7 million, financed from Fund 40 — a capital/reserve fund that district staff said is replenished by property rental revenue. District business staff explained the fund balance exceeds $10 million after the purchase.
Trustees debated the timing of the purchases. One trustee expressed concern about using a capital reserve while the district faces roof and facility emergencies this winter, saying purchase of a large fleet at once could reduce emergency flexibility; supporters argued the fleet is at the end of its life and replacements are needed to ensure staff safety and operational response.
Estuardo (district business staff, speaker 23) told the board the account balance was "over $10,000,000 more or less" and that the contracts use state piggyback procurement to secure favorable pricing. After discussion the board approved the package by roll call on a 6‑1 vote.
