Council approves Val Nova cell tower CUP and 75-foot height waiver

Applicant Alliance Consulting (James Hammond) presented a conditional-use permit and design-review package for a new monopole personal wireless facility proposed next to a city-owned water tank in the Val Nova development. Hammond said no existing cell tower exists within a two-mile radius of the site and that a monopole sited next to the tank would provide better coverage while minimizing future poles by allowing multiple carrier arrays.
"We are proposing a 75 foot pole maximum height," Hammond said, explaining the plan for a CMU enclosure around equipment and a secure six-foot CMU wall to limit visual impact. Planning staff confirmed the project meets setback requirements and that the planning commission recommended approval with site conditions. Council voted to approve the CUP and a waiver to allow a structure over the 50-foot standard height limit, with the applicant agreeing to the conditions of approval.
The permit includes a requirement for secure fencing around the tower base, and the council discussed public-safety access controls and anti-climb measures with the applicant during Q&A.
