The quotes were Blum Property Services, LLC for $18,541.50 and Construction Services of PA for $16,679.00. Councilor Osborn moved and Councilor Kerns seconded a motion to accept Construction Services of PA's quote of $16,679.00 "upon receiving the easement from American Legion." The motion carried unanimously.
Because the project cost was under the $23,200 threshold, formal bidding was not required. Manager Wells said the engineer reviewed the quotes and recommended proceeding; council's approval was contingent on receipt of the easement from the American Legion to allow installation in the designated area.
