Kelsey Acres plat approved after neighbor raises drainage and culvert concerns

The Plat Committee approved petition 26-33, 'Kelsey Acres,' a one-lot subdivision of roughly 14.711 gross acres on County Road 44 west of County Road 71 in Butler. Sandy Harrison moved to approve the plat and Suzanne Davis seconded; the committee voted to approve with affirmative votes recorded for named members.
Neighbor Alexis Frederick, who lives at 7005 County Road 44, told the committee she has experienced past flooding and standing water on her property and submitted recent pictures. She asked whether a drainage analysis or stormwater review had been completed and whether any wetlands would be filled or altered. As recorded, Alexis said: "Because of those experiences, I am concerned with grading, driveway construction, and the future building and how it will change how water flows and increase runoff into our neighboring properties." Staff and the site representative (Chase) said no mapped wetlands appear on county maps, that the drainage board reviewed and approved the project — and that the applicant proposes a roughly 1-acre pond to capture runoff. Staff also said the highway department minimum culvert requirement is 12 inches and that the highway permit will be reviewed for compliance; staff will verify culvert and permit details if necessary.
The committee’s approval is conditioned on the usual recording requirements and written evidence of compliance with the DeKalb County Board of Health, Highway Department, Drainage Board and other applicable agencies before the plat may be recorded.
