Amber Green, the city's chief equity officer, said the request responds to implementing regulations for Senate Bill 894 issued in June 2026 and a compressed timeline requiring the city to submit a distribution plan and first annual report by Oct. 1, 2026. "The late issuance of these regulations...leaves the city and the commission with a significantly compressed timeline to complete those requirements," Green said. The funds will cover consultant contracting and a Civic Fund administrative fee.
Board members acknowledged the urgency; the clerk noted about $32,000,000 in the broader state allocation for Baltimore City as of the last quarterly distribution. The board approved the transfer; Comptroller Bill Henry recorded an abstention.
