Peekskill to seek bids next week for DRI-funded Civic Hub and pedestrian connectivity project

Peter Irwin presented a detailed overview of the Downtown Revitalization Initiative Civic Hub and Pedestrian Connectivity Project and asked the council to authorize the city manager to initiate bidding. Irwin said the total grant budget is $2,728,000 and that the city has roughly $2,230,800 available for construction under the state grant; he described phased bidding to allow construction of foundational plaza work first and fabrication of a sculptural pavilion as a later subcomponent.
Irwin outlined priorities including widened sidewalks and bump-outs on Railroad Avenue, a three-way intersection reconfiguration at the bottom of Central Avenue to slow traffic, a shared-use trail linking the Metro-North station to the waterfront, 10 upgraded pedestrian signals with countdown timers, and a redesigned Brown Plaza with a contemporary pavilion and raised intersection to slow vehicles. Council members requested additional renderings showing people using the space and more public engagement; staff said the project will go to the Historic Board and that a resolution to bid will be presented at the March 24 meeting.
