He said the 2024 cleanup effort cost $15,250 and that the proposed additional cleanup work for the six-week trial would add $2,350; if adopted citywide the annual cost increase would be about $15,250, bringing total annual spending on cleanup to approximately $28,150.
Council members asked for geographic scope (Monument Park was specifically mentioned), performance metrics for the pilot, and whether the program would use DPW or contractor staff. Gross said DPW will provide bags and staff assistance and that the city is exploring enforcement options including citation authority, cameras, and targeted outreach to residents and businesses. Staff will start the pilot in April and report back with measured results.
