Dan Merar said a realistic marketing window to identify suitable tenants for a district campus is about one to two years; after a tenant is identified, entitlement steps (conditional-use permit or special-use permit and a conforming rezoning where required) would likely run concurrently with tenant-improvement permitting and construction, which Merar estimated could take "6 to month 12 months" depending on concurrency.
Merar emphasized that conforming rezoning for PQP-designated sites typically goes to the city council but is processed as a conformity step rather than a general-plan amendment; he noted general-plan amendments are more time-consuming and processed on a set schedule. Board members asked clarifying questions about whether zoning designations would discourage tenants and how lease terms (often 15-year terms) interplay with tenant investment in improvements.
