Fable 30A outdoor art-and-dining proposal continued after residents cite parking, lighting and noise concerns

The committee continued consideration of Fable 30A on August 5 after staff and residents said planning and environmental reviews were not yet complete. Staff introduced the application (MIN26000057) for an approximately 1.87-acre site in District 4 proposing kiosks for food and beverage, multiple art stations and a pavilion. Applicant Curtis Smith described the site as a family-friendly, walkable venue with semi-permanent kiosks and a covered pavilion.

Artist Cayman Walker described the concept: “This outdoor space will be a walkable area, or people can go and explore different art installations that local artists will kinda have here,” he said. Several residents urged limits on lighting and nighttime activity and questioned whether the 48 proposed parking spaces were sufficient once nearby approved projects and future commercial parcels are built out. One resident asked whether cumulative parking and traffic from multiple nearby developments had been considered.

Staff said planning and environmental reviews remain outstanding and recommended the item be continued. The committee voted to continue Fable 30A to the September 2 TRC meeting to allow planning and environmental reviews and to let the applicant refine parking, lighting and access details. The applicant told the committee they will supply photometrics, additional parking calculations tied to ITE studies and a maintenance plan for permeable surfaces in follow-up submittals.

What residents asked for: stricter limits on lighting (downward-facing, dark-sky fixtures), clearer hours of operation, and either more on-site parking or a robust plan to prevent overflow parking in adjacent neighborhoods. The committee asked staff to circulate outstanding comments to the applicant and to post the environmental review when available.
