The Sulphur Springs Union School District board approved a Lease-Leaseback Agreement with Bernards Construction for the Skyline Ranch Community School project at the March 11 meeting. Don Fansler of TELACU Construction Management explained the district followed the required RFQ/RFP procedures under California Education Code and recommended Bernards for preconstruction services. The motion to approve the agreement carried by a 5-0 voice vote.
Board members noted Mrs. Weinstein participated in contractor interviews and asked questions about Bernards' experience and qualifications. Dr. Fansler and staff emphasized that preconstruction activities will include preparing bid packages and working with district staff to finalize project costs; the final Guaranteed Maximum Price (GMP) will be submitted to the board once bids are received. No GMP or contract dollar amounts were specified in the minutes.
