The council approved several staff‑recommended contract amendments to extend or amend general engineering consulting services agreements for firms that have been providing work to the city. The items were presented by city staff as routine amendments (items 6–9) and each passed on motion and voice vote.
On the consent docket staff also noted an ITB award to Prison Rehabilitative Industries and Diversified Enterprises, Inc., DBA PRI Enterprises, for utility billing mailing services and a council member pointed out expected savings. Separately, staff requested waiving competitive procurement and temporarily continuing services with T.C. Delivers for utility‑billing mailings for an additional two months at an estimated additional $5,000 (not to exceed $30,000 for the fiscal year) to bridge onboarding of a new vendor. Council approved the temporary waiver to maintain continuity of service.
Council discussion noted the city’s savings realization with the new mailing services contract and the desire not to interrupt resident billing cycles. Staff emphasized procurement rules and the city attorney had reviewed related agreements.
