The board approved an ordinance to establish regulations for the sale of kratom products after staff revised the text to add laboratory testing and traceability language and to align penalty references with law‑enforcement chapters. "There were 2 changes that were requested ... the 1st change is ... language that really go into detail, about how the laboratory test ... requirements would look like," said Sheila (public health staff) while reviewing updated sections.
Commissioners moved to adopt the ordinance as presented; the motion was seconded and carried unanimously. Sheila told the board the initial enforcement approach will emphasize education to businesses and that complaint‑driven enforcement and penalties would apply for repeat offenders who are willfully noncompliant. "I think the goal initially is education," Sheila said, and staff will coordinate with the Board of Health to ensure consistent language across health rules.
