Representatives of the Coastal Family Collaborative asked the board to partner in restoring licensed childcare on Hatteras Island after the last facility closed in December 2025. "We are requesting 125,000, which will cover the cost of leasing the facility for 3 years," said Heather Jeanette, who described a nonprofit model intended to become self‑sustaining while relying on grants and community support.
Jeanette and other organizers said the loss of childcare has forced parents to reduce hours, rely on grandparents, or leave the workforce, and that local employers struggle to recruit and retain staff. The group's proposal includes negotiated lease terms for a previously occupied childcare building and an operating model that factors in subsidies and grant funding, with a projected capacity of roughly 28–30 children.
Commissioners expressed interest but sought deeper financial review. Commissioner Ross moved to create an ad hoc subcommittee (Ross, Matika, Bateman and Lisette) to meet with the applicant and review the plan's numbers; the motion was seconded and carried unanimously. Board members asked the group to provide detailed reconciliations of the presented funding graphs and confirmed the subcommittee may report back at a special meeting scheduled for Aug. 10.
