Shelter Association staff said winter capacity has been reduced by facility limitations and HUD funding rules, and asked the county to identify a supplemental location and funding to avoid turning people away. “Without an additional space, our community faces an emerging crisis of turning away vulnerable individuals during colder and inclement weather,” the Shelter Association brief said. Commissioners and staff emphasized the need to coordinate these emergency allocations with pending RFPs (for the senior millage and other sources) to avoid duplication and to speed contract execution so hotel rooms can be secured before fall demand rises.
