The School Board of Independent School District 622 approved a resolution to allocate bond proceeds and future facilities maintenance funds to expand and renovate Cowern Elementary School.
Clerk Livingston moved and Director Swor seconded the resolution, which the minutes record as carrying on a 6-0 vote. The resolution directs use of up to $24.6 million in unspent general obligation building bonds and up to $16.5 million in future general obligation facilities maintenance (LTFM) bonds toward the project. The minutes note the district expects to begin design planning in 2025 and to conduct construction in 2026 and 2027.
The motion cites the district’s Ready for Tomorrow building plan and the May 14, 2019 voter approval of $275 million in general obligation bonds as the authorization for the funds. The board’s record also says the district has estimated remaining bond proceeds of $24.6 million after project cost savings and favorable bond-sale conditions.
The resolution memorializes the district’s Facility Condition Assessment findings and states the district has identified Cowern Elementary for expansion to help balance enrollment; it also references the 2023 master-plan update (Webster Education Center and Harmony Learning Center renovations expected to be completed in fall 2026). The minutes attribute the recommendation to the Director of Operations.
