County, Met Council will share oversight; staff negotiated $150,000 between-milestone threshold

Staff told the board the cooperative project delivery agreement will create a project decision board composed of county and Metropolitan Council representatives to exercise oversight at key design milestones. "We've got Ramsey County board. We've got Metropolitan Council board, but we will be implementing through this agreement a project decision board," a presenter said, describing multi-level decision checkpoints for scope, cost and schedule. Jennifer Jordan and other staff also addressed a question about threshold authority between milestones: staff said the project team negotiated a lower between-milestone threshold than other comparable projects and arrived at $150,000 as the amount that would require a return to the project decision board. "For this, we've, requested or negotiated that it'd be a $150,000," Jordan said. (Jennifer Jordan) Staff added the decision board composition will include elected officials (three county representatives and two Metropolitan Council representatives) and that the project decision board will receive briefings at 30%, 60% and 90% design milestones.
