County manager proposes contracting an implementer for opioid-abatement plan

County manager Tommy told the board that the county’s opioid-settlement funds include millions set aside for abatement and that a report delivered last September identified services, providers and gaps.
"What I'm recommending is a contract to create a plan and a workflow that will lead our staff to prepare this… all the way to implementation," Tommy said, describing his intention to bring a contract to the next meeting for the board’s action. He said the selected contractor has helped neighboring counties implement similar plans and would train a county staffer to take over day-to-day follow-up.
Tommy emphasized the money for implementation would come from opioid-settlement funds, not county general funds, and described plans for a steering committee that would include community members and stakeholders. He invited community input ahead of the formal agenda request.
Commissioners expressed support for moving the plan forward and for including community representation on the steering committee. The manager said he will present a contract for board consideration at a future meeting.
