A staff member said, "what they mean by recapture is, basically, they're decreasing the grant at the end of the year ... they're not giving us the money because we didn't spend it."
Staff clarified that many federal grants operate on a reimbursement basis: the district is allocated an amount and receives reimbursement as expenses are incurred. Board members asked whether the district used other funds to cover the expenditures and whether those funds were later reimbursed; staff responded that final expenditure reports were submitted and that reimbursements were completed.
After discussion, the board took a roll call on item 16b that resulted in the motion carrying. The board also discussed using remaining funds for training and improving monitoring to avoid future recaptures.
