Staff recommends awarding Westshore Trail rehab contract; design support also proposed

Engineering staff told the board seven bids were opened for the Westshore Trail Rehabilitation Project (segments 2 and 3, Sunnyside to Idyllwild Way) and that the apparent low bidder was West Coast Paving. Staff recommended waiving a minor irregularity related to mobilization/demobilization after receiving justification from the bidder and proposed a modified payment structure to reconcile the item.
"We received 7 bids, and the low bidder was West Coast Paving," Associate Civil Engineer Celeste Havener said, and staff noted the project is within the 2025 budget. Staff reported the district's contribution toward the project will be about $1,500,000, said tree removal for about 30 trees (greater than 14 inches diameter) is expected beginning in May, and warned of intermittent trail closures over the summer. Staff recommended awarding the construction contract with a 10% contingency and also recommended a separate professional services agreement with Lewis and Associates to provide design and construction support; that agreement was proposed for consent and remains within the project budget.
Why it matters: The rehabilitation work will alter trail access and remove a number of large trees; schedule coordination and traffic/trail impacts are expected during the summer construction season.
