Hill City board adopts Achievement and Integration Plan with shared programming goals

The Hill City school board approved an Achievement and Integration (A&I) Plan intended to run July 1, 2025 to June 30, 2028. The plan sets three primary goals: (1) 50% of students will participate in shared programming with ISD 118/Northland Community Schools by graduation (phased targets 25% in 2026, 35% in 2027, 50% in 2028); (2) increase the percentage of racial-minority students on the student leadership team (SWARM) with incremental targets; and (3) increase access to Native American culture-based classes via Northland with explicit targets for enrollment (3 students in 2026, 5 in 2027, 7 in 2028).

The plan requires partnering with adjoining districts and includes strategies such as shared programming (First Robotics, Healthcare, Manufacturing, Cultural Arts), recruitment and targeted instruction, and the use of Northland’s Indian Education Department to provide cultural arts instruction. The plan references Minnesota rules requiring collaboration for racially isolated districts and includes required submission instructions to the Minnesota Department of Education. The motion to approve the plan was recorded as passed by the board, 4–0 (two members absent).
