Board members discussed changes to payroll oversight now that Chief James is in place. A committee member recommended the chief should be the person responsible for overseeing payroll submissions while the president or treasurer would continue to review and approve the chief's time card as a governance check.
"The chief should be the one ultimately overseeing that process anyways because it's our job to oversee the chief," the committee member said, adding that the board should formalize this with a written policy. Members also suggested creating a budget-adjustment worksheet to document midyear transfers and explain which accounts are being moved.
The Chair agreed and said the item will be added to a future agenda for formal policy consideration. The board noted that previously there had been no consistent review of payroll and that the new procedures aim to build an auditable trail.
