Resident seeks town resolution to obtain former paper street in Baywood Drive

"I come to request for voted resolution and written resolution by the town of Winterville town council to release full control of former public street property known as Sant'Ammon Lane," Perry said, describing the property as grassed and unused.
The town attorney summarized his review of the statute Perry cited (recorded on a 2008 plat) and told the council the law contemplates a private withdrawal by the dedicator; he said the town never accepted dedication of Baywood streets and therefore likely has no maintenance responsibility. The attorney recommended Perry consult the subdivider or an attorney to confirm who has the legal right to sign the declaration; staff offered to connect Perry with county planning and the county attorney for further guidance.
