Finance staff explained that the fiscal amendment adds grant revenue for the Mill Street sidewalk project of $100,400 to the town budget; the council clarified that the item adds incoming grant funds and corresponding expenditures rather than a new local appropriation. "That's money coming in," the finance presenter said when asked whether the amendment increased local tax obligations.
Assistant Town Manager Anthony Flowers presented a separate Federal Highway Administration SS4A grant for $76,800 with a $19,200 match; after a procurement of four firms, staff recommended Mead & Hunt (proposal $75,545) to produce a 12‑month comprehensive safety action plan that will combine data, engineering assessment and citizen input. Council voted to accept Mead & Hunt's bid and to add the sidewalk grant revenues and related expenditures to the budget.
