SPLOST manager: County bonded against revenue to speed projects; roundabout planned

Chris Kingsbury, the county's SPLOST project program manager, described the Cedar Grove Bridge as a complex project requiring coordination across utilities, the railroad and multiple contractors. He told the ceremony that while SPLOST is traditionally "pay as you go," DeKalb County has used bonding to advance project delivery rather than waiting for the full collection of sales-tax revenue.
"SPLOST is a pay as you go," Kingsbury said, and added that the county is "bonding against it so that we can move the ball down the field quicker." He cautioned that the project required staging around water lines, duct banks and other utilities to avoid service interruptions. Kingsbury also said the county hopes to let a major roundabout improvement at Constitution Road this fall, funded by a mix of Georgia Transportation Investment Bank dollars and SPLOST.
