Board adopts 2025–26 budget, approves supplemental appropriations and other fiscal actions

At its June 26 meeting the North Wasco County SD 21 board voted unanimously to adopt Resolution 24‑25‑01 (adopt the budget, make appropriations, impose and categorize the tax) and approved a series of supplemental budgets and transfers (Resolutions 24‑25‑16, ‑17, ‑18, ‑19, and ‑20).
CFO Randy Anderson reviewed the June financial statements and said tax anticipation notes issued earlier in the year sold at a 4% coupon with premium, producing an effective interest rate below 4%. He reported the district’s general fund remains with a negative fund balance due to enrollment declines and property‑tax collection shortfalls; the shortfall is expected to be largely offset by a May reconciliation payment from the state. Anderson also noted a $500,000 EPA Brownfield Grant awarded for Chenowith Middle School environmental remediation and that Stantec is contracted for environmental oversight with an RFP for a contractor forthcoming.
The board also approved a contract extension for Nutrition Services with Sodexo, declared surplus property, and reappointed three budget committee members for three‑year terms beginning July 1, 2025. All financial motions passed unanimously.
Board members were provided departmental highlights (nutrition served 427,000 meals last year; transportation logged 307,000 miles) and an enrollment update showing actual enrollment of 2,818 students for the year.
