Texas City to pilot live streaming of commission meetings, staff to draft policy

Texas City staff announced a pilot program to live-stream city commission meetings and expand public access to proceedings. An Innovation Technology staff member said the city has ordered video encoding equipment, will dedicate two IT staff to meetings and expects the live feed to run about one to one-and-a-half minutes behind to allow platform processing. "We're gonna do a pilot program ... we've added some video encoding boxes that takes the video from their camera and allows us to broadcast it to YouTube," the staff member said.
Staff cautioned that platform rules and technical failures could require temporary suspension of the feed and said a written policy will be sent to the city attorney and city secretary for review. The presenter said the administration will prepare rules describing when the live stream may be paused, and noted ongoing testing to identify operational issues. "We're working on gathering different policies ... and then we're going to send them over to the legal department and the city secretary's office to review," the staff member said.
