District keeps Title II/III program lines but without assigned staff amid federal uncertainty

Budget committee members asked whether federal Title II (professional development) and Title III (English‑learner support) programs remain funded in the President’s proposed federal budget. CFO Randy Anderson told the committee the early proposal does not include Titles II and III and that the district does not yet know whether programs will be renamed, reallocated, or eliminated.
"Both Titles II and III have been reported as deleted from the federal budget proposal; it's currently unclear whether these programs are being reallocated, renamed, or eliminated altogether," Anderson said. The district's proposed budget nevertheless includes those grant lines but does not assign staff to them. That approach preserves program authorization on paper while ensuring the district would not need to initiate layoffs if the funds are not forthcoming.
Committee members and staff agreed to monitor legislative activity closely and to update staffing plans if federal decisions change. The committee also discussed the status of Title I, which Anderson said remains included in the proposed federal budget and is reflected in staffing plans for specific schools.
