Tipton to phase in new water, sewer rates beginning Sept. 1

Staff reported Tipton will implement a phased water and sewer rate increase with half of the planned increase effective Sept. 1, 2026 and the remainder effective Jan. 1, 2028; staff said financials are stable and the increases should help finances recover.
Jim reported June financials are in line year-over-year and that Tipton will phase in the recently adopted water and sewer rate increase to strengthen utility finances. "We're in good shape, turning the right way, and then anticipate that the city council adopted our new water and sewer rates. 50% will go into effect September 1 here in the month, and the other 50% a year ... which is 01/01/2028," Jim said.
The staff presentation framed the step-increase as gradual relief for the utility's budget, with availability and connection fees also moving on Jan. 1, 2028. No dollar-per-customer figures were provided in the meeting; the board discussed timing and directed staff to proceed with the phased implementation consistent with council action.
