Clint Richardson of Kingston Engineering, representing the applicant, said the proposal includes conveyance of roughly 21 acres to the city for park and greenway purposes and construction of an about 2,600‑foot, 8‑foot‑wide paved trail along Altman Branch; he also noted internal access stub‑outs for future connectivity. Staff cautioned that the traffic impact analysis had not yet been submitted and that final language on tree mitigation and conveyance needed to be negotiated with council. Commissioners approved the zoning recommendation (R‑2 and Conservation Preservation) and directed that remaining development agreement details be finalized during council and TRC review.
