Planning staff presented the preliminary plan for Brookhaven Phase 1, describing 83 single‑family lots with minimum lot widths of 40 and 50 feet, about 34.6 acres of open space and a 3.25‑acre amenity site. Staff said the proposed lot mix, open space and amenity area are consistent with the previously approved master plan and noted an all‑weather emergency access road to Juniper Bay Road would be provided per an earlier design modification.
John Richard of Thomas & Hutton Engineering, speaking for the applicant, answered technical questions and indicated readiness to respond during TRC review. The commission moved to approve the preliminary plan contingent on final TRC approval and completion of final technical review. The motion passed unanimously during the meeting.
