Council questions whether warehouses and shopping centers will be charged different fees

During Q&A, a councilmember asked whether the slide label 'shopping center' was a generic category or specific to certain commercial development. Ben Platt said the study uses Institute of Transportation Engineers (ITE) land‑use codes with many categories; "shopping center" is one code among many and warehouses/distribution centers use a different code with different trip generation and trip length assumptions.
Platt said the code for a distribution center would produce a different fee than a shopping center and that councils can set different collection rates for commercial and residential categories. He noted some cities intentionally set higher collection rates for warehouses to discourage warehousing inside city limits.
