Study projects 7,691 new water service units over 10 years, consultant says

At the Aug. 4 workshop, Sierra Feller of Kimley‑Horn summarized the water portion of the impact fee study and said the consultants used five years of meter data plus regional studies to set growth assumptions. "We landed on a 3.3% growth rate as a, you know, reasonable growth rate that that's expected for the water utility," Feller said.
Feller told council the study uses a 0.625‑inch meter as the standard for a single‑family equivalent and that consultants project 7,691 living unit equivalents (LUEs) to be added in the next 10 years. The water service area is defined by the city's CCN; the study also breaks demand down by pressure zones and projects different growth across zones such as Rattlesnake, Southwest and Mountaintop.
The consultant said projections were informed by city building permit and meter data, staff input and the region's travel model. Platt said water and roadway analyses use different base units (LUEs vs. vehicle miles) and noted the study will be subject to CIAC review and a later financial assessment.
