State and county outline plan to transition disaster case management and interim housing to county control

State Department of Human Services Director Joseph Campos and Deputy Director Trista Spear told the DRIP committee the state will hand the Disaster Case Management Program to Maui County and described Kalaiola, Kilohana and other sites used for transitional housing.
"This is my understanding after, Kelly Watson came over to look at the site… he's envisioning using it as a transition for beneficiaries while they're building their homes," Campos said while summarizing Kalaiola's layout and water infrastructure. Deputy Director Trista Spear gave program totals: "we still have, 1204 cases for a total of, you know, 2,852 individuals active in the program receiving our services," and said the DCMP and related rental programs have served nearly 7,000 individuals since launch.
Spear added that 48% of households in the state's wrap and gap programs had transitioned to permanent housing by August 2025 and that case managers and partner organizations will remain the same after the county assumes operations. Committee members asked clarifying questions about whether "cases" referred to households (Spear: "It is household."), about service continuity, and about capacity on specific sites; staff offered to follow up on site-level details.
Why it matters: The county takeover of DCMP affects service continuity for thousands of survivors and shapes how short-term rentals, rental assistance and site conversion strategies will be managed going forward.
