Mykelas argued that the emergency language in state law is reserved for immediate preservation of public peace, health or safety and that the financing timetable previously disclosed gave a three-to-four month runway—"The emergency wasn't necessary and it wasn't free," she said—so the city should reopen hearings when a quorum is present and publish relevant market studies and minutes for review. Commissioners said they would work to post materials and answer follow-ups.
