The clerk explained the transfer moves $400,000 out of fund category 220-9015 and into an interfund operating account to complete payment for the commons project. "This is just a cleanup," the clerk said, noting it is payment 3 of 5 on a previously committed schedule. A council member moved to approve, the motion was seconded, and council members voted in favor.
Councils agreed the transfer reflects an accounting step rather than a new project authorization. Staff will proceed with the interfund payment process and record the transfer as retroactive to the January date indicated in the resolution.
