Schools director touts summer Spark program and launches referendum landing page

County school staff summarized summer programming and preparations for the year ahead, saying Spark provided academic, social and creative activities every weekday and that RCPS partnered with Headwaters to raise "nearly $200,000" to run the program for Rappahannock families.
The official said about 150 campers participated and roughly 40 counselors supported activities, and reported staff orientation and convocation are complete ahead of school opening on August 12. "We will welcome students back with open hearts, minds, and arms on August 12 for the 1st day of school," the speaker said.
Staff also announced a new information landing page for the proposed 1% sales-and-use tax referendum (rappahannockschools.us/backslash ballot), designed to host source documents and FAQs so voters can review projected revenue streams and capital needs for school facilities. A board member asked whether the tax would apply to the Town of Washington and whether the measure includes a sunset; staff said those specifics are listed on the landing page and will be updated as additional state guidance and FAQs arise.
The board heard follow-up questions on teacher retention and provisional-license counts; the school official said annual retention is improving (about an 80% retention rate) and agreed to provide turnover and provisional-license breakdowns from HR records on request.
The board did not take action on the referendum language at this meeting; staff said more planning and outreach will continue ahead of the November vote.
