District and union propose MOU permitting up to $1,500 moving reimbursement for new hires

The board packet includes a proposed Memorandum of Understanding between South Umpqua School District and the Douglas County Bargaining Council and South Umpqua Education Association (SUEA). The MOU would add Article 26(H) permitting newly hired employees who relocate more than 20 miles to apply for reimbursement of up to $1,500 upon submission of receipts, with a repayment requirement if the employee resigns or is terminated within a year (layoff exemptions apply). The MOU is set to expire June 30, 2026.
Staff described the MOU as an agreed amendment to the parties’ collective bargaining agreement (effective July 1, 2023–June 30, 2026) and included signature lines for board chair, superintendent and union leaders in the packet.
