Gresham-Barlow board retreat focuses on governance, operating agreements and team norms

The Gresham-Barlow School District Board of Education opened a strategic planning retreat on Aug. 21, 2025, with a half-day of training on governance and team dynamics aimed at strengthening the board–superintendent partnership. Chair Blake Petersen framed the day as "foundation building of the district" and urged members to "assume the best intention" from each other to better represent the community.
Facilitators Mike Scott and Erika Lopez led exercises on team purpose, roles and the stages of team development, warning that district leadership teams can face "hostile work environments" and stressing the importance of keeping focus on students. Board members reviewed the board operating agreements and suggested removing year-specific expectations, adding accountability language and formalizing a process for requesting agenda items. Ms. Lopez summarized the governance distinction: "the board is the what and the organization is the how."
